It would help if you could answer these questions to troubleshoot the issue.
-Are you trying to set HP LaserJet Pro M1136 MFP as your default printer?
-When do you get error 0x00000709? Is it while setting HP LaserJet Pro M1136 MFP as the default printer?
If HP LaserJet Pro M1136 MFP is already installed on the computer and is visible in the User account you are referring to, then try to remove the printer.
-Click on Start and then click on Devices and Printers.
-Right click on the HP printer and then click on Remove device. Click on delete. Once done, delete the printer software installed in Programs and features(http://windows.microsoft.com/en-in/windows7/uninstall-or-change-a-program )
-Restart the computer and login with the same user account and then try to install the printer.
-Once the printer is installed, go to Devices and Printers.
